Changelings
Changelings are the classic "innocent people universally reviled for what they are" story. Ask any random person, and they'll know for sure that changelings murder people and take their place, for whatever evil schemes they might plan.
The truth, of course, is the opposite. They are people like any other, living in fear of being discovered, while being hunted by everyone.
In game, this can be handled in several way. Players finding out that changelings aren't evil, and switching sides to help them. Players being suspected of being changelings. Players thinking someone is a changeling. As a background theme, creating paranoia and risk.
Either way, they are useful in the game.
