This is another nation I've had notes for for a long time, but never really got working. What got it going was when I put together the "secret kingdom" and the role of the change in their society. This made it an interesting place, a secret to uncover.
I wanted to do people who shifted into animals without being stereotypical werewolf monsters, just ordinary people with a secret ability.
Of course, there is also the possibility of the dragon-child being born, causing them to take a larger, and much more open place on the world scene, should the game master go that way.
