Drowned Marshes
The Drowned Marshes are heavily inspired by the Valerian book Empire of a Thousand Planets, but taking a much darker turn. The basic concept remains, of fugitives becoming all-powerful despots, but here, they are not just power hungry, they are evil without any regard for other people.
The Crimson Synod is designed to have no redeeming qualities at all, to be purely bad guys, yet their grip of fear on the people is so strong after generations, that revolt is unthinkable. No one dares to be the first one to proclaim revolt, and no one would dare to follow anyway.
