Chalan
Chalan is inspired by many thing, but mostly "The Island at the end of the World" for the Palladium RPG. Basically, it's function is a safe haven for a people universally reviled, and thus a puzzle for the players to figure out.
The other side of this, of course, is that the Chalani must make sure that no one ever finds out, as secrecy is necessary for their very survival.
I also like the concept of shape-changing being so common and open that they eventually lose track of who they are. They have no fixed personality, everything becomes fluid, bordering madness.
